Программа помощи США развивающимся странам, предложенная президентом Г. Трумэном [Truman, Harry S.] во время инаугурационной речи [inaugural address] в январе 1949. Начала осуществляться в 1950; предоставляла помощь развивающимся странам в области образования, здравоохранения, а также путем передачи технологий. Была нацелена на увеличение доли американских частных инвестиций за рубежом и усиление международного влияния США в целом. Позднее слилась с другими программами международной помощи. Ныне эти программы осуществляются Агентством международного развития [Agency for International Development]. Названа так в связи с тем, что следовала четвертым пунктом в тексте речи.
